High Elf Question

I've read that mage are very powerful and you can't train it, but spawn random...i'm at 50th turn and i don't have any one, i must do something first???

Second, i have one diplomat, but i see that i only speak with my ally, for give and get map information, "normal administration".

I understand that is right don't talk with caos or other evil race, obviously they cut off head of my diplomat, but neutral race like dwarf or "Baron Council"(I don't remember how exactly are called) why i can't speak whit them???

1. Elven Mages spawns randomly - You don't need to do anything.
2. It's lore accurate that Elves can't speak with Dwarves - this two races are in confilct since they were allies in war. I can't really say what's with Border Princes.
