    Default citadels

Why is are my games like a series of unfortunate events when it comes to getting ONE citadel... i had a general with full Chivalry then Oslo but he still couldn't get the settlement over the 20000 mark then in the same turn he died and the settlement got the plague! yet there is a Citadel in Spain... Im on turn 81

my questions are are there things that make sure i cant get a citadel before some date and is there any console command to add population to a settlement or reduce squalor?

Assuming you are using 6.4 read the very first sentence under "New Features".

Chivalry is not enough anymore. You should look for traits and ancillaries decreasing squalor and increasing law and population growth.
You can get architect ancillary and active builder trait rather easy.

I know it mean to be harder, but the AI dont seam to have any problems and considering the way i like to play (develop quickly and have small out advanced army's because i really dont like militia spamming) it seams like a dig at players that like to 'tech up' i wouldn't mind so much but all the good units require a Citadel.

I was under the impression that if you did have a general with full Chivalry he would be able to get your settlements up to top level.

The AI needs an easier time of it because it's not smart enough to do things like keep high chivalry generals in it's settlements etc.

Another option is a mason's guild:

5% health bonus from the guild + 5% from the church
