It is not possible unless you use extensive scripting.
Reason it isn't in the game anymore is the failure of the AI to handle it. I remember conquering Gaul villages as teh Romans that barely had the minimum population even after more then 100 rounds. This is due the fact that the AI will spend its money on the cheap stuff if it hasn't got the money or opportunity to build. If you have low population then there isn't anything to build. If you recruit because of the lack of building opportunity then there isn't enough population to upgrade, which means no opportunities for building, which means the AI will recruit. Rinse and repeat.
