War With Eastern Empire Impossible?

Is there a script that makes war with the Eastern Empire impossible because it seems each turn that no matter what I do or what they -East- happens to do, relations are always at neutral? Note, this is from the perspective of playing as the Western Empire. It seems relations are always set to neutral? Thus there is no possibility of alliance nor is there possibility of war?

Is this a glitch?

Its a script. It can be turned off if you go to the main folder and turn off all scripts. Then you can add what ever effects you want in.

It is actually adviced that you play without activating the Sack of Rome script since it contains a few bugs.
