Disabling RR in vanilla SS 6.4 is working. But many submods are incompatible (for example MSC) so be careful what you choose.

Sorry to bump this, but i really wanna make sure, if i disable RR on SS 6.4 will it be bugged? and if it is, can i change to RR on and still my old RR off save game will work?

If you are asking for 6.3 then you haven't installed the mandatory fixes.
I can't make that info much bolder or larger than it is already...
Use the NoWaiting Submod to disable RR in 6.3.
6.4 is fine.
