The rings should be more powerful. I mean right now I don’t see it swaying the tide of the war in middle earth. What it could do is…..reduce 1 loyalty every 5 turns, increase 1 command star and 1 dread every 10 turns. The general with the ring have the possibility to go “invisible” in the battle, meaning no enemy units can see it except for the nazguls. However if used more than 5 times the ring will fall off and the general will lose the ring and remain visible. If one general carry the ring for 50 years he rebel and become a mordor Wrath/general.
If the witchking gest the ring, then mordor’s total forces gets doubled, as well as reducing all enemy faction general’s loyalty by 2, as well as taking all rebel settlements still on the map. (from corrupting the weak minded rebels.)
Other less important rings should have powers like these. For example if the elves lose their ring their realm loses all farming income and they instantly get their population halved. If the dwarves lose their rings they have no more minning income.
Next, maybe we can have the witch king immortal and unkillable in battle. The only way to temporarly dissuade him is if every single body guard of his is dead. Otherwise he is inkillable by men. (that leaves elves, etc. to kill him.)
