How to get less Brigands in BI?

I just got BI and so first things first, I'm gonna mod it better!

I have a quick Question.
In BI, what is the difference in the two Rebel Spawn entries?

Firstly the exclusively BI one:
bi\data\world\maps\campaign\barbarian_invasion\descr_strat :
...
brigand_spawn_value 20 <<<<<<<<<<<


Secondly the old RTW one (but in BI also)
bi\data\descr_rebel_factions :
rebel_type brigands
category brigands
chance 20 <<<<<<<<<<<<
description brigands
etc..........

I want to lessen the amount of random brigand rebels to very seldom but moake sure that when they do appear they have a lot of troops.

higher = less i think, if I remember correctly

so for instance if you have

brigand_spawn_value 10 <<<<<<<<<<< you're going to have them spawning like cockroaches *atleast that's what pax britannia has it at, and they spawn insanely fast

I play with 25 brigand, and same with pirates (they don't bother me that much as I play on medium)

Really? Higher is less?
And whats the difference in that and the other one in descr_rebel_factions :

try playing with brigand set to 100 and pirates set to 100 that way they still appear but very seldom
