I don't think those kind of tools exist. There is one plug-in for 3ds max, but the utility itself costs about 2000$. Also you have to note that the plug-in was develloped by a community member and not company itself, thus making it almost exclusive for 3ds max.So your best choice would be to find a used 3ds max version at a reasonable price, you could try eBay, i heard a guy found one there.

Blender could be a free alternative for 3DSMax, but apparently no one has made CAS import/export plugins for it.
