    Default City/Castle Conversions

    Why is it that no city/castle conversions can take place? When starting out as Rhun it became apparent to me that they didn't have any starting castles, and that their best units could only be recruited at them.

    Is there a way to enable the city/ castle conversion, or, barring that, make one or two of their starting cities a castle?

    in the descr_strat file (located in the folders data/world/maps/campaign/imperial_campaign) it states the level of all settlements at the beginning of the game, and it also states the buildings located in those settlements and the levels those buildings are at.

    maybe if you played around with this file you could produce yourself a castle?

    It's inaccurate that the best units can only be made at castles. Now I haven't played all the factions to the 2nd barracks event but cities can make the best units. Castles are really obsolote in tatw. Cities do everything that castles do but better.

    Why? because there are some limitations imposed by lore.
    Many people wouldn't like to see Dale or Bree as castles, that would be just plain stupid.

    And I think it is also connected to the unique campaign map models. I think if you change for example Minas Tirith to city it will loose the unique look on the map

    The only reason you see that castles make the best units is because of the barracks events, good units cannot be recruited until much later in the game, but a script limitation doesn't show this on the settlement type opposite to the one you're looking at. If you looked at a castle, it would say that only cities can produce good units.

    There's nothing castles can do that cities can't, so the only real point to castles is better defenses in sieges.

    @Beregond is correct, if you change isengard, barad-dur and minas-tirith to a city, they lose their unique look, as you can see, if you play with gondor, you cannot advance a fortress to citadel why they will look like minas tirith, the same to mordor and isengard.
