    Default Editting campaign_difficulty_handicap_effects_table

I was looking at the campaign_difficulty_handicap_effects_table and I had a few questions:

Who is "True" and who is "False". One should refer to the AI and one should be the player.

There are 5 levels of difficulty (-2, -1, 0, 1, 2), yet for the game there is only 4 levels of difficult (easy, normal, hard and very hard). Which one of the numbers are not use?

I asked this on the Imperial Splendor forums since this the mod I am working with and the lead was not sure which values were what, so I am asking here since this should be standard across all mods.

True and False are both AI. Active and not active.
    -2 is not used.
    -1 is easy
    0 is normal
    +1 hard
    +2 very hard

Thank you for the response. "Active" would be the major powers or playable factions? "Not active" would be the minor powers or non-playable factions?

Generally if this is counting or not for all AI factions. But i´m not quite sure if the false are maybe soft triggers, which allows the AI to set them to true.
