If you have an ATI card try the 10.5 driver.
This is happening to me too regardless of the FPS. I didn't know it was a driver issue thanks.

changing the driver version to 10.5 didnt work :/
If so post your computer specs and ingame settings and possibly your DXdiag. If you have V-sync enabled try disabling it.
Sorry this reply has taken so long, I'm not exactly sure how to do the dxiag thing, but the following I do know:
I have an Alienware M15x gaming laptop
Intel Core i7 M620 @ 2.67 GHz
4GB RAM
64 bit operating system (win7)
I run the game on high, but the problem exists regardless of any ingame settings i change
dude, NTW ising crap when it comes to running smoothly even on good comps. even though my ASUS G73 laptop has way more balls then this game requires i still have to turn my settings down to high and medium settings. driver versions didnt help me either. here is the mixture of settings that stopped the skipping units without sacrificing too much of the eye candy
unit size-ultra
particle effects-high (personal choice)
trees-medium (I dont pay much attention to them anyway)
grass-high
building-medium (same as trees)
shadows-ultra
texture quality-ultra
Anti-Aliasing-8x
texture filtering-anisoptropic 16x
shader model-3 (high)
water-high
sky-low (once again, i dont pay attention to it at all)
HDR-yes
Vsynch-yes
hardware shadows-yes
distortion effects-yes
depth of field-no
SSAO-no
volumetric effects-no (there is no difference either way other then destroyed framerate)
i tried everything and the only thing that made the units stop stuttering was to just simply adjust the settings. again, every single game that i have played that has been released within the last two or three years can run ultra settings with awesome framerates and overall performance (mass effect 2, assassins creed 2, COD black ops, etc.) but for whatever reason NTW has a hard time performing well even if you have a good comp.
