Animation Stuttering Even With Great FPS

Having yet another problem with NTW. why does it seem that even when my computer is way more than capable of running this game I still have graphical issues? my new problem is that even when hitting 40 frames per second on ultra everything (except particle effects. A personal preference.) the animation still stutters like it's skipping frames or something. they seem like their kind of transporting in place. i have tried lowering my settings to where it looks like dog but it still stutters. anyone else have this issue? anyone know what gives? HELP!!!!!!!!!!!!!

I actually have read that before. but i solved the problem and a bunch of other problems that i havent posted. My ultimate solution to ever single issue i have ever had with this game by simply rolling way way back to ATI 10.5 from 10.12. i am now living the dream with napoleon total war at 100% homeostasis with ideal conditions. yeah!!!!!!!!!!! thanks for posting though.
