Heeey. Having a bit of a problem, I dont know if Im not understanding RR or not, but I havent been able to recruit any urban proffesionals in almost 20 turns. Am I doing something wrong?

It depends which faction your're playing. Not all factions as these units.

Im playing as teh Byzantines on turn 30, I was able to do it earlier in the game, But I the now I cannot. Everytime I mouse over them they just say (unit will be available in 12 turns) or however many turns and then I cannot recruit them.

You likely have BGR installed.
Also, Urban Pros and Late Pros usually are available at least once every 2 turns or better.
