you can't. The way the senate is set up makes thier troops cheep in upkeep, and relatively expensive to train. Thus meaning that the senate can have as many troops as it can afford. Which goes up as the game progresses.

The Senate is only one province. It can only make so much money. If you play the Senate and don't conquer any new cities you will quickly fall into debt. That is why they need free money.
