You need a unit that can do the testudo formation first. The units that can all end with the word cohert. From there, simply press the special ability button to toggle it ( manually or a hotkey. Mine is set to "f" ) and testudo.
To further extend the answer; you'll first have to get to the Marian Reforms. These reforms represent that change in the Roman army from the manipular-style legions to the cohort-based legions (those used by Caesar and the early Empire). You can do this by building an Imperial Palace (thus, you first need to have a huge city) in Italy (except for Rome). The reforms will then trigger and your old units will be replaced by "Imperial" units: cohorts, praetorians, etc. These units are capable of the testudo formation.

To be fair the turtle comment was fairly funny, although not very relevant.
