Economic and Cultural building

So in every settlement you have an Economic and Cultural building, in some greek cities, these buildings give me a 250% tax bonus and a trade bonus, others just give me a 15% happiness bonus,

my question is: Can you get all cities to give you the 250% tax bonus?

also can someone explain how the army rations and the wine and tax trade thing works?
