Do Schools/Libraries/Universities improve traits?
I haven't had M2TW for very long (and barely played vanilla), so I'm not sure if this is just the way things work in M2TW. But in RTW, building "school" buildings led to giving out a large amount of good traits and retinues to generals stashed in that city. Generally it gave out probably 3-4 retinues per turn, and stashing all of your new generals in such a city for a few turns was a good way to churn out good governors.
In SS, is seems like Schools/Libraries/Universities do almost nothing to general traits or retinues. My king has been hanging out in a city with a Library and a University for about 40 turns now, and all he has to show for it is the Mathematician trait and one puny retinue (one thousand and one?). Is this normal? And as a side question, presuming that these buildings don't do much for granting good governorship retinue, is there any efficient way to groom good governors? Or at least get them any retinue at all (the only ones I see are combat related)?

Libraries help Diplomats and Generals can pick up some useful books in the form of Retinues if they stay there a while.
Schools...what you'll primarily gain from schools is the Education line traits, I think it goes Basic Western/Orthodox/Pagan/Eastern Education from Schools, Advanced Education from Universities, and spend enough time beyond that in a University and you can pick up the Bachelor of Arts trait.
Keep in mind the speed you acquire these traits is (I believe) heavily influenced by what kind of personality your General has. Look for "Administratively Minded" vs "Military Minded". Administrators gain education through Schools, but Military leaders gain education through time in Castles and experience out in the field.
