It has nothing to do with transparency, but rather a lack of rules governing what is and is not acceptable in applications that are public.

I agree with Nanny here. Transparency doesn't force someone to contact a member of the CdeC; it simply makes it harder to resist.

My first post after the election --
Simply playing an rpg game is not sufficient for purposes of rising in rank (imo, of course). This may seem a bit unfair compared to say perhaps D&D contributions. However, I will look for more than simply great individual posts for a prospective citizen. I want to see efforts to promote, administer, and manage the games. I want to see games that result in complete efforts. Participants that are willing to return for more because of a great experience that has been managed by the applicant.
From the first post of the application:
These are also contributions:During a portion of 2009 year I was a local moderator of the RPG Gateway that resided in the Coliseum. Here I ran a roleplaying game called "Star Wars RPG", obviously based on the Star Wars lore and series.
Starting in September of 2010 I became a local moderator of the Mafia Subforum, also in the Coliseum. Here I keep the Archives updated and tidy. I also maintain the Mafia Hosting Queue. The queue is quite simple and efficient. To maintain the activity in all games, only a certain amount are allowed to run at a time. Normally this is 2-3 games, one large, and one or two small or mini games. Players get a spot in the queue based on a first-come-first-serve basis. Also in the Mafia subforum I recently hosted and ran my own game, which concluded recently called Left 4 Dead Mafia.I think I have contributed in several other ways as well. For example, here is a review for the multiplayer of the Assassin's Creed Brotherhood game I wrote.
I believe the member is contributing to the site via RPG. The big question is whether the contributions are sufficient to rise in rank today. Rebel Jeb has been a member since 2008 and the contributions are much more recent. I want to encourage this recent change in perspective to contribute to the site on the part of Rebel Jeb. If for some reason, the applicant fails on this attempt -- continue to make contributions. If you are interested in submitting material regarding RPG to a publication similar to your review, I would also encourage that as well.Started in the past few weeks, myself and a few others have been co-hosting a new Lord of the Rings Alliance game.
At the moment and despite some of the ruckus swirling about on this application, I am on the fence but leaning towards a yes vote.

The contribution just isn't there for me. He hasn't yet done enough to warrant the rise in rank. Plus the whole offensive PM exchange with Jom just turns me right off granting Citizenship here. Quite the scandal really.. something I wouldn't have expected from him.
"Muscovy", as its rulers have previously called it, is a sleeping giant, with age-old traditions and ways of doing things. Here, the feudal way of life has become so entrenched that the serfs are as tied to the land as cattle, and with almost as few rights. It is a vast, deeply conservative and religious country: Mother Russia and the Orthodox Church are the two pillars of national belief. The Tsar may be the father of his people, but by tradition and practice he is a stern parent. Ivan the Terrible was well named, and he has not been the only ruler with an iron will. Russia is the "Third Rome". The last bastion of Orthodox Christianity.
Poll added.
I do have some concerns regarding the pm interchange with Jom, but that was not against the rules. How the Curia wishes to handle the transparancy issue should not be an issue here with this applicant. I am going to vote yes on the applicant. His contributions are sufficient to rise in rank to citizen.

Not quite there in my opinion.
Even though I used to play the RPGs and I see handling an RPG in an excellent fashion a contribution, that alone does not warrant Citizenship. He has tried his hand at debating once or twice but never does well. Even though he's doing well in managing his RPGs I don't think that's enough to get him there. He needs a lot more Contributions and a bit of a better posting style to become a Citizen.

Well, if I, Belisarius, the Black Prince, and you all agree on something, I really don't think there can be any further discussion.

Beli: So what is your policy on sendin the friendly letter of advice to the applicant and patron? The vote here is pretty lopsided and not indicative of future chances at citizenship.
