How to get more than 20 units vs 20 units in to the battle field?

I have 20 units in the city and were being sieged by 60 units,3 full troops.
And i was excited and thinking this will be a hard war.
However,after get in to the battle, my enemy reinforcements dont get in the battle field and i was distressed.
please teach me to break the limitation. Thank you

They don't come in until you have killed off their first twenty units. It's just how the game works so that it doesn't blow up.

You can get more than 20v20 if there are allied armies involved. Each faction at the battle can have its allowance of 20 units on the battlefield.
