    Looking at
    http://totalwar.honga.net/napoleon_faction.php?f=russia
It says using the Tsar is popular. Can I actually use him as a general? How?

You can't. You can only use Russian generals. The only head of state appearing on the battlefield is Napoleon.
Officer to a soldier who refuses to fight: There three types of soldiers who don't have to fight. They are called KIA, MIA and POW and you are not one of them.

    Tosa will be missed.

Tsar Alexander I is the Russian General in the Austerlitz historic battle old boy, the mix-up is a natural one, I had the same reaction before I played the battle.
