- I suspect the cost of recruiting and upkeep is factored into whether the AI recruits mercenaries.
As far as current SS versions, with mods, go - it looks like the AI tends not to recruit mercs except on crusade / jihad, where it routinely grabs whatever is available.
one of the reasons I made the destroy_units script was to remove the crusade and jihad specific units after a crusade /jihad has finished as they then become very expensive.
(and generic_mercs in a faction is running low on cash.)

if you run the game in hotseat mode where you can dip in and out of a campaign then you can go through various factions and see what they are recruiting.
soz -don't know enough about bribery to help there.
If you refer to the lack of the proper ownership entry, then you might have a point there - else you would see a lot of silver surfers when it comes to battles.On a related note, I was wondering if the reason a unit cannot be bribed (in effect become mercs) for another kingdom is that it is not listed in the EDU. Of course it also is tied to the descr_campaign_db.xml (bribery code lines), but I seem to recall a discussion about why certain units could not be bribed like they could in RTW.
You are correct: mercenaries can only be retrained in the regions where they can be recruited.I think somehow mercs get past that point through the ownership, but they can be retrained in the original areas where they were recruited. I don't think you can retrain a Galloglaich except where they are designated as mercs.
