Destroying buildings that were built by another culture will reduce the culture penalty, but unless you really need to, don't destroy anything that you can upgrade later.

The effects of some temples are different for different factions, but any effect that shows up in the info scroll will work for you. Conversely, if a building shows no effects listed in the info scroll, then it isn't doing anything for you and you can safely demolish it (e.g. if you capture a Tavern as a non-barbarian faction then the info scroll won't list any effects because none of them work for your faction).
