I've heard that it is possible for Savoy to Emerge, so is it possible? and if so, what regions does Savoy Emerge from?

Not that I know of.
As far as I'm concerned, if the Kingdom of Savoy goes down, it's for good.
Whatever Italian region you liberate will produce the "Italy" faction.

There is no "savoy", there is the "Piedmont" instead, in the Italy campaign, and the "Kingdom of Sardinia" in the main campaign. You can't release Savoy, but you can conquer Torino as Sardinia
