I have a hard copy of Call of Duty Black Ops that I no longer wish to own. Is there any way I can contact Steam support and ask them to untie the Cd key from my Steam account to the game? (So that I may sell it to someone who can fully use it?)

You can contact Steam, but believe the answer is, "No. You bought it. It's yours."
Legally he should have the right to sell his own property. I believe they need to allow you to sell it in the USA, even if there is an associated fee. I remember Half Life 2 made you pay $10 to transfer cd-keys to another STEAM account, but that was built into the EULA of STEAM. Some users challenged them on it since it was not in the EULA of HL2, but I assume SEGA corrected that loophole. Anyway, you should contact STEAM and there should be some way to transfer the key, but there will most likely be a fee.

in the case of games you dont own it, you merely purchase the license. If the license can be sold to third party by you is another matter. If Im not mistaken this was a ruling from a Californian court
