Well to tell the truth, there are some text colours that might be changed and others that cannot. If i recall correctly, those are among the texts that cannot be changed.
As a general matter, it is preferable to tune the background colour (from stratpage_00.tga). Pale colours working the best. So i strongly advise that you diminish the contrast and add more brightness until the text can be read.
As an additional advice, i would recomand that you get rid of the repetitive vertical bars in the background. You need to make a seemless pattern. Avoid strong contrast on the pic, the more contrast, the harder to get a seemless effect.
For this, mirroring usually works the best. Take 1/4 of your image, then copy it. Flip the copy horizontally, assemble the 2 parts, copy it again and flip the copy vertically.

    Good luck!

GIMP has a function where you can make a picture seamless.

    Filters\map\make seamless

After copy it and then use fill (Shift+B). Set it on pattern fill and choose the top left pattern which is what you have in your clipboard.

descr_ui_colour_db.txt file is the one you want change the settings\numbers in this file(it goes in the data folder btw) according to your color preference.
there will be four numbers in it like say 255, 245, 148, 123. Where 255 is the max being opacity while others are RGB values.

You might want to look at Release of the CUF (font & text rendering) mod tool as that might enable you to change the color of the text you're trying to alter.
