this probably isn't a bug report, but I'm unsure where should I ask this question so I'll just do it here.

I've been playing EB I lately, waiting for EB II, and I've just conquered Persepolis with Saka. I wanted to build an Allied state there but the building isn't appearing after me building Indigenous Settlements (spelling?).

As far as I get it, if the province has "Nomadisam" as a secret resource you can't build Allied state and must proceed building Karse (Migration)? Is this the case, Persepolis has "Nomad" secret resource? It just seems weird to me for Persepolis, so I wanted to check here.
