No factional MIC in Segesta

Playing as the Romani, I am at 200 BC, and have had the Polybian reforms. However I'm not able to build a MIC in Segesta.

Important: during some turns, in the beginning and possibly when I captured Segesta, I didn't have the script activated.

Can this still be solved? And will it matter building MIC around the 'map' when the Marian reforms hit?

I actually might have build a Type II when on auto-pilot...

Yep. I had level 2 governments in Magna Graecia and Cisalpine Gaul...

When destroying these I could build type I governments. Thanks.

Reading your post on the FAQ-thread, I strongly suggest to restart your campaign. You won't loose too many time and it is much more safer for you.
