svchost.exe is the name of a process that contains Windows services. It's normal for a lot of svchost.exe processes to be running and using a decent amount of memory and maybe CPU. Trying to get rid of them would be inadvisable. If you suspect you have a virus, run a virus scan.
What makes me suspect is the fact that there's two accounts; only one has this lag problems which is also the account with loads of Svchosts running.

If they're only installed to one account, yes.I strongly doubt it however, like Sim says, it's not unusual. If you delete them, your sound might stop, or a bunch of other services might stop, making it impossible to perform services like Windows Update, etc.

Simple tutorial for detecting and deleting a Windows Pre-fetch virus. Not saying that that's what you have but if you can find an "svchost.exe" running outside of the Win32/System folder then it's a good bet that's the cause. Good luck!
