NTW is very playable, but the lag is kinda annoying compared to my almost lag-free ETW.
Have you tried the 11.1a drivers?
Have you tried Radeon Pro?

I thought 11.1a drivers were for 6xxxs cards.

That's why you use Safe Mode. Windows loads minimum and all those used in regular mode are open to be removed.
I did everything, about to test the game. How do I find out if my drivers are upto date(11.1)?

Wow...my GPU temp sky dived down 12c, from 65c idle..to now 52c idle...wow..im gonna reinstall 11.1a

NOTE! the bolded line...this could literally read ANYTHING...its a bug, but it does not matter what it says, the other info is what is important (mine happens to read 10.5)
As for your other problems, make sure that you have disabled the extra sound ATI HD sound card in your device manager...that may be the cause.
However, I and some others have found a slight dip in performance between 10.5 and 11.1a.

do not install 11.1 if you intend to install 11.a, or you'll have to go through all that process again. 11.1a is a stand-alone.

11.1a not working, it was completed but when I restarted it was the same thing, 11.1 works though
