Well I just play it normally on a desktop, nothing special to it, and it still runs the campaign turns just as fast as yours. But I'd be interested on how to make it faster.
Why is it against the TOS?
Cause according to the TOS edditing the .exe is illegal

Well the game was written before multi-core systems were the rage. Also, VISTA does nothing but slow your system down when playing a game created for an earlier OS. The fact that a game designer would take differant steps with the code today is more of a reason why CA and Sega may one day return to the Medeival game with a new version. I expect to be long dead by then, but hope springs eternal.

I do find that reducing action points for characters by editing descr_character.txt file greatly improves speed. But then again, I find it completely unrealistic that a spy can only move from London to Nottingham in six months!
Right now, I've modded the game in such a way that a character can move from London to Jerusalem in a single turn. But the turns take ages to resolve even in the standard vanilla campaign map (say, 40 seconds). But when I put the default number of action points to the characters, turns resolve in less than 1 second.
PS: I have an extremely high-end PC.
Another possible solution: Processor affinity.
I have a core 2 quad processor (4x2.5GHz). Since the operating system is involved with thread scheduling although the algorithms in the program itself isn't equipped to do so, I figured letting only 1 or 2 of my 4 processors handle the game would speed things up. So here's what I did:
-Start the game
-Go to windows task manager (Ctrl+Alt+Delete) --> Processes --> Right click on medieval2.exe*32 --> Set affinity.
-In the dialog that appeared, all processors (CPU0, CPU1, CPU2 and CPU3) were checked. I unchecked CPU2 and CPU3.
-I maximized the game and continued playing. Turns executed moderately faster (By about 50%).
I have a Phenom II X3 @ 4GHz and 8GB RAM and turn times in M2 can be slow sometimes for me as well. Normally due to the game stopping the cycle to accomodate the diplomats from other factions that have decided to wander into my land and make demands or offer trade rights.
