Do Islamic factions ever call for a Jihad against Islamic controlled cities?

I am changing the potential Crusade and Jihad targets in my campaign.

I know that the Pope often calls a Crusade against fellow Catholic factions, for example a Crusade against Frankfurt, Vienna, or Toulouse if the HRE or France has been excommunicated. So in my campaign I have eliminated these cities as potential Crusade targets.

I wonder, do the Islamic factions ever call for a Jihad against a city that is still under the control of a rival Islamic faction?

For example, Baghdad is listed as a potential Jihad target. If the Moors are at war with the Turks, and the Turks control Baghdad, can a Jihad be called for against Baghdad. Or does Baghdad have to be controlled by a non-Islamic faction in order for a Jihad to be called against it?

As far as I have seen, no.

Just like catholics can´t call crusades against another catholic nation (unless they´re excommunicated) a muslim faction can´t call a Jihad against another muslim faction.

To put it simply, a jihad is a holy war with the simple aim of getting a city under muslim control. If the city is control by muslims, what's the point? So, no, you can't commision a jihad on a muslim controled city.
