That should not be happening. What difficulty are you playing on?
Well i only installed TA:TW 3 days and i installed FROME exactly after i installed vanilla so yes it's been doing it the whole time.
before reinstalling i'd really like to see if anyone else has this problem or if there are any other posibilities because i deleted my installers and don't want to have to install 3.5gbs again

"Sallied forth" means you brake the siege by attacking the sieging army. If you did then they usually wait for you to attack.
Did you destroy all their siege equipment before they made it to your walls? That could be why they ran away.
I've had the same exact issue, only that the enemies used to just drop their sieging machines and sit on their asses, waiting for me to get out and attack them.
Yes, when you sally they do that. If you want them to attack, you have to wait, but sometimes they don't and just wait for your garrison to starve (especially if they are not that superior, which is quite reasonable).
I use sail force to kill half of their army and the rest at attack,the AI should be changed...when I sail force they shoul move to gates their arcer,start attack...
Why should they do that? Because it makes it easier for you? The reason you sally forth is for you to break the siege (e.a. you attack) and for them to hold the siege (e.a. defend). It's only natural that they move back and have you come out in open ground in stead of coming to your gates where they have an obvious disadvantage..
That is true, when enemy sallies forth, I surround him outside his own gate and slaughter him, then when his units are routing, I push through into his city, the AI pretty much lets you setup enough of your forces so that you can't be surrounded or flanked and lets you have a 'fair' fight.
AI is made to take step back when you sally out because otherwise player would place his archers on walls where they could shoot enemy and be safe whole fight. With right deploying those archers could even shoot enemy units when they engaged by player. Also the player would be kind of unbeatable because when its infantry would get it ass kicked they could fall back easily and just end the sally. When AI is far away, in those situations, player should have to bring whole its forces to defeat the besieger.
Unfortunately the last sentence is not quite right because AI usually just sit and watch when you flank and charge them with cavarly![]()

The whole sally-out of defense of AI is scripted manually by me and it's present in TATW 2.1, I'm not sure what FRoME team did to this code and which AI they use.
The main reason of AI moving back if you sally is quite simple and mentioned in some of the posts - there are too many exploits possible on player side. Any attempt to advance towards a settlement would make player decimate AI with missile fire.
There's also another override of sally-out AI I scripted - if AI detects you sally out with weak force and it has proper amount of siege equipment, it'll attack you instead of waiting.
Overall it's not possible anymore to destroy enemy's units one by one after killing all his missile force, which was the most annoying possibility I ever saw in Total War series.
