    The few files that deal with siege equipment give no indication about building points.

    The only influence on that would be the trait effect "SiegeEngineering"

    The only two things I have seen influence siege equipment are the trait Gig mentioned and the size of the army this man commands. Another influence is the buildings in the settlement the units embark from. Blacksmiths and up have a great influence on what siege equipment is available to those units.
