I think it has to do with your own advance(meaning, once you got the most advanced buildings, the late period "begins")

I always thought gunpowder sounded the beginning of the late perios and the high is just your own advancement

Well I guess it goes like this: You know your early when you start. You know your high when your just beginning to send out some advanced units (For Scotland I'd say Highland Nobles.. Noble Pike Militia?) You know your late when there's guns floating about and the majority or all of your units have been unlocked. That's basically my interpertation of it.

high-when you get your first fortress or large city-turn 80'ish
late-started recruiting hand gunners and proper gunpowder artillery

Late is when you get Gunpowder units, pikemen units (apart from Scotland / flemish rebels), and units wearing the advanced style plate -- ie. aventurier, reiters, gendarmes, gothic knights / lancers etc..

High is when you start getting plate or partial plate units -- chiv knights, etc.

Early is everything that wears mail, including DFK's and such.

There is not high\early period in game. A chivalrous general can upgrade a settlement quite fast and get all the high era upgrades etc.

I agree with Ishan. The AI does not seek to follow any particular historical period or path, but will build and recruit according to what is available and what the descr_strat says they are inclined to build and recruit. If you want to find a high or late period, for an AAR, then base it upon what you have available, but don't worry about the other factions, because for the most part they will not recruit anything from the "late period" unless they have a lot of florins. I rarely see foreign gunpowder units outside of bombards, not until turn 300 or later.

i have a question how do i unlock all the units that i'm supposed to be able to use? like i'm playing as venice atm and have barracks almost to royal and full city walls and such yet won't let me make dismounted broken lances. also like if i play as england i can't make armored swordsmen. happens with most factions i play i can't make all the units that i see the ai make.

Venice cannot train dismounted broken lances. This unit is only available to Venice in custom battle.

To make armored swordsman, you need to build an armory in a castle, which is the highest level barracks.
