I made a second ss 6.3 folder to install the 6.4 version.when i go to launch the game it says this
"unable to locate kingdoms.exe
is kingdoms.exe in your MTW2 folder? "
Any ideas on how to fix this?

Could you post the contents of default.cfg in your ss folder?
I'm having the same problem on Vista. It asks if I have the Steam version, I say no, and then it tells me that it can't locate kingdoms.exe. All of the SS mods have been fine up until this point (6.4).
Same problem here. I am on windows 7 64bit.
Here is my default.cfg from the ss6.3 folder.

Doesn't seem to do anything.
When I change it, save, close and re open the file, it reverts itself to kingdomsDir=%%

I have that done already from a while back.
Right click that file, click 'properties' and make sure "read only" is not checked.
It is unchecked, the MW2 folder is checked but the individual file must surely override that.
When you run SS_setup.exe what happens?
I get the Stainless Steel 6.4 window.

Did you pick something and 'save and exit'?
Just picked the late campaign. Clicked save and exit and the error in question came up as normal.
My only advice is to install Medieval 2 in a folder outside of program files, the install 6.4 again
