Default Downgrading Settlements, is it possible?

Greetings distinguished persons of the internet, I have registered here to ask for your expertise.

Is it possible, through a bit of personal modification, to allow cities and castles to downgrade their walls, to go from, for instance a Citadel to a Fortress? It might seem like something you wouldn't want to do but I have plans for such a thing, if it is at all possible.

I've never tried modding any total war games before, so I can't really say I'd know where to start, but I've modded plenty of other games in the past, so I learn quickly. From what I gather the export_descr_buildings file controls which buildings do what, but I wouldn't really know where to go from there, though I have two lines of thinking at the moment.

My first line of thinking is just, can you make it so that walls can be demolished, and if you could, would this even revert a city back to a village? I am not interested in the whole reducing the population or any other by-products that would come with it, I just want a settlement to be able to go from a high level to a lower level, even if I then have to work my way back up the upgrade levels to get to where I want.

My second line of thinking would be editing the city core buildings, but I am under the impression that adding levels to that section wouldn't actually change the size of the city, and I'd just end up reducing the units that could be recruited.

Anyway, I am sorry for how awkward this question is posed, or if I've put it in the wrong place, but I'd be grateful for any help anyone could give me, even if that is just to tell me "You're off your rocker, it's impossible."

    Thanks.

First question is I believe "No" as in hardcoded.

Secon question, wrap your head around this. http://www.twcenter.net/forums/showthread.php?t=323503 No reason it can't work either way.

    Thank you for the response.
It is a shame that the walls can't be demolished as that seemed like, had it been possible, it would have been the simplest option, but nevermind.

I took a look at that tool that you linked me to, and I had a bit of a play about with it, and read that thread, tutorial et al, however I'm not quite sure it's capable of what I had in mind. All I want to do is have an in-game building available to cities along the lines of "Get rid of your nice stone wall, and put up a crappy wooden one, making it a town instead of a city (3 turns, 3200 florins)".

Thank you for the help though, I do appreciate it.

Just wondering, why would anyone downgrade their settlements?

Well I personally have a few reasons, including but not limited to: Strategic settlement denial to the enemy, the ability to change a village back into a castle which is lost at later levels, and aesthetic/roleplay purposes - because having a kingdom full of only cities seems silly to me.

You can edit the descr_strat.txt for the starting positions of which are cities and which are castles.
You can also adjust the population for the different levels in the descr_campaign_db.xml.
You can adjust the build time and prices of building in export_descr_buildings.txt to the point the ai will spam peasant armies than build infrastructure.
You can ajust the city/castle conversion some in the export_descr_buildings.txt.
