Can't charge out of towns during siege

Okay, I have no idea if this is down to SS 6.4 or MSC (as I'm using both), but I can't seem to charge the besieging army from the city under siege. On several occasions, playing as Portugal, the Moors would besiege one of my forts (Sevilla), I had a larger army and wanted to charge out, but for some reason I couldn't do so. I couldn't attack the besieging army from within the city, but instead had to walk one unit from outside to attack the army under my walls, and than face them with the army from within.

What's going on? I never had issues with this before.

I'm still on 6.3, but I've played extensively with Portugal so I'll take a stab at it. You can not attack units that are trying to climb ladders or siege towers outside your walls. If even one of the men from that unit is on (or almost on) the ladder, you can't engage them hand to hand.

At least, that's what I've found.

If you mean you can't even take your army out of the castle before they get to the walls, I don't know what the issue is.

are you talking about the campign map or the battle map?
if the campaign map than you can only charge out on the besieging army and not any of the other ones adjacent
if on the battle field than i noticed that while the ram is battering your gate you cant get out too
if its not one of these two problems than something is wrong
in which case i suggest to reinstall the game
