Do you just wait for them to p*** of your country or do you go against them without a casus-belli?

I never go to a war without a casus belli. If I'm 'provoked' I'll get what I can within BB limits and how capable I am of defending it.
'Ahh yes an authentic rastaclot weapon, as used by the rastaclot nobles in the court of King Bumbaclot '
Well I'm playing as France and no one has provoked me so I'm at 1433 with a booming economy and a good military standing but nothing to do with it all. I'm suppose to reclaim Gascone and another provence but I have to wait for a war with England.
Do you have a mission to re-claim those provinces? If you do you should have a casus belli which you can use to start the war, just make sure you have a good navy, so you can get over to England if you decalre war on them. If you don't have a casus belli, just see what the stab hit would be if you declared war on them and decide if you could take it.
Well even with a relationship of -120 (England) they still wish to scavenge some sort of a friendship and have an alliance. Now Burgundy is looking menacing haha.
