It is best played as the Romans...but if you play as other factions you can expect, thanks to scripting, that all of the AI generals you face will have many command stars. Your only boon is that buildings, as non-romans, provide many more unit experience bonuses, as opposed to just the academy doing so.

One of these day I'll do a Deustchland campaign. I'll probably do my best to help the romans by attacking their biggest threat of enemies: Gaul, Greece, and Carthage. Attacking those three groups simaltaniously will add a huge challange. It can be slightly easier as other factions, but then again with better AI generals and same number of men it could be a challenge, to be honest I rely on others feedback on whether its fun to play as other factions and alot seem to think so. But yes I balanced mainly for the romans on making it hard, but that doesnt mean its not hard playing as other factions.
