Question re: Supervisor trait

I'm experiencing a weird situation. I had a governor get this trait while located at Rhegium. I was elated and moved him to a bigger city to get the benefits there. But, when I got him there I found he did not have the trait anymore. So, on a hunch, I took him back to Rhegium and he got the trait again. Built something, saved the game and when I reloaded it later the trait was gone again. Is this normal?

Moving him probably caused him to lose the trait. Originally, it was easier to get the trait, so it could be reversed easily. But now that it's more difficult to get, I should have made it irreversible once you reached level 1.

About reloading changing the traits, that's weird. I don't know what could cause that.
