I think because they give alot of resources,
and it takes alot of time to get a farm. (a successful one)

But still they cost more than twice the price of markets of the same level.

They also boost population growth which is important in this mod (since most factions auto-annihilate captured cities).

Farms are particularly useful if you play evil factions, since their units are invariably larger
