I had expected this rash behavior out of men such as Pallas or Gracchus, but not from you, who had shown himself to be a most upstanding and loyal of Roman to the Senate. Yet here we stand and you have conducted an illegal war. You sought not the Senate's opinion and deemed it appropriate to carry out your own personal war in Hispania. I had originally voted for moving more men to Hispania, but your war has deemed it unnecessary. What are you planning? Are you attempting to form your own personal kingdom in faraway Spain, far from the watchful eyes of the Senate? Are you attempting to create your own legacy and perhaps even strike back at Rome? This I cannot stomach, cannot allow. The Senate was bypassed altogether, a kingly act if you will notice. And Rome does not answer kindly to Kings.
I require you to present yourself before the Senate in person, abandon your imperium, and answer for your illegal war. Otherwise, I cannot say I shall be restrained in my prosecution. Yes, there will be a prosecution, for you have inevitably violated the very basic laws of our Republic. It pains me to say this to an old friend and ally, but I find the commanders of our armies have grown more and more unrestrained, more and more wild in their pursuit of ambition and glory. This cannot be allowed to stand. If you still have a shred of Roman dignity left in you, then you will halt your steps and defend the narrow strait between Africa and Spain, as per your duty.
