Default small problems with the gameplay . . .

so i've been playing this game for quite a while (since it was first released actually, had been following its prgoress for about 6 mpnths before) and theres two things i have problems with, chances are they have been raised and i missed it but its this
1: corruption, i seem to have this problem all the time, even with good factions, i have generals wth names like "theomer the just" but loose up to 20000 a turn in corruption, when my income is only 40000 before corruption and expenses, whats up with that? surely in a time of a great war there would be hardly any? and before people point out the obvious, i have generals in each town, and they all have low corruption rates (bout 200-400) so i think it lies with the faction leaders and heir, who i nver keep in a town for that reason, surely they would be the last of your men to be corrupt or anything? anyway to fix it?
2: garrisoning, do you get garrisons when you're capital is beseiged? usually i don't need it and never experienced, but when you are locked in battle with mordor, isengard and rhun, with harad gone, and all your men are in mordors lands or retaking rohan lands and an invasion is called to you're capital and your funds are non existent because of huge upkeep and corrpution costs, garrisoning a few men would be nice, and please no one point out i shouldnt invest money so heavily in my armies and keep some spare for stuff like this, i know, but when its on a knife edge which way it goes and you need everything you need to keep it balanced it does up

I'm sorry but it's your fault if you leave your settlements undefended.

To deal with corruption you need to build law buildings and possibly change your capitol so it's in the relative middle of your kingdom.

You should really leave one army behind to defend your capital, or if you have armies outside attack the invasion forces so less can make it through. And I've had problems with corruption but have never seen it at 20000 before.

yeah, think it could be corruption due to getting aragon but it was kinda crippling, considering i was only getting 2500 a turn,
