Problem running 4.0 DLV

I just reinstalled my MTW2 game and got the 1.2 patch for it. I tried downloading 4.0 DLV but when I double click on the desktop icon nothing happens. There is a black box that flashes then my computer does nothing. IS there anything I can do to to make this work?

Not sure what to tell you for your issue but I can tell you to get Kingdoms and then DLV 6.2 + BB

Just to be clear, DLV 4.0 is for M2:TW, NOT for Kingdoms. Now, its been quite a while since I've played 4.0, but its the first version of DLV I started with. Best bet is to just go through the installation instructions step-by-step and make sure you did everything right. The simplest thing, like misplacing a file, or giving a wrong directory can screw you up. Also, make sure you've run M2:TW first to makes sure that is working first. I'll get back to you with more in a lil.
