    What programme do you need to open TGA-files?

    Photoshop can open it.
    GIMP can...and its free.

    if your skining, the files in packs are tga.dds you need a dds plugin(for photoshop) which i seem to recall being on the nvidia web site

    Photoshop almost certainly can open up a *.tga file....

    Perhaps your thinking of the *.tga.dds files used by RTW for textures?...If so you need the nvidia dds plugin, available from their site.
