Well, they have high stats already. When generals are Implimented of historical accuracy, I think Germany's generals should have high stats, as German had the best commanders (junior, and mid level).
such as: Herman Von Francois. This Commander of 1st corps of the German 8th army, was daring to say the least. He saw oppourtunities on the eastern front and took to them, He struck at Russia's Renenkampf's army, declaring to his superior "Herman von Francois will only withdraw after the Russians are defeated.", Which he did.
Von Francois played a critical role in the battle of tannenberg as well. His superiors ordered him to not advance any further than he did in the beggining of the battle, Ignoring orderes, he gradually worked his way 'round the russians flank and encircled Samsonov's army, resulting in they're defeat.
This man single handedly altered the mind set of the command of the German army. German commanders were advised, afterward to act on they're own initative, unlike many allied commanders, who simply complied with orders.
