Technical problems with modding.

Hello I'm Propaganda as you all know I'm one of the modders here, little but one of them. I know many many part from modding and I do my work perfectly always. I downloaded many different modifications and I changed them for my personal use, to get best gameplay.I also changed vanilla unit scale with making my own unit scale mod & I did it correctly and I have made it before about 100 times, so I know errors are not my way.But now I have bug/error what I see first time in my total war gaming period. I changed all vanilla units so: 200 men per line infantry regiment, 200 men per light infantry regiment, 100 per cavalry regiment and 100 per skirmish regiments. ( then I changed unit multiplier to 2). So I went to game to start campaign.I didnt control my changes because I knew that all works perfectly. I went to campaign and I sent spy to follow prussian armies and make some secret work and I discovered that Prussian army line infantry is 360, so I look over all my units and I saw that one of my units what was light infantry didnt work too and unit scale was 240. Also I discovered that some russian units are too in bug and my changes dont work.
Any one had ever such problems? Or someone knows how I can come out from it?

Notes: I look over my vanilla units, everything is alright in tables all changes are correctly.

It's amod problem. It has to do with the hardcode. You can discuss it at http://forums.totalwar.com/forum.php and odds are get the same answer.
Medieval2 and Kingdoms have it built into them, also.
