Yes, dunno where and which, but as far as I know there are. Anyway why would you need it? Just unlock Scotland and use Highlanders, simple as that.

Although if you're talking about official unit packs released by CA, there aren't any, just the expansion and mods.

Everything but the game itself and the Kingdoms expansion is free for M2TW (as well as for Rome, Medieval, and Shogun).

If you go on the Mod Collection sticky just above this thread there's links to reskins of units, better looking horses and better looking grass mods as well.
If you want totally brand new units, you could do as some of the others have suggested and get a mod. I'd recommend Broken Crescent for new units, because it's all totally new factions and skins, and map etc. It's one of the more difficult mods though.
Alternatively, you can give factions units that belong to the merc / rebel pool very easily by altering the desrc_export units file, and the desrc_buildings file. In the unit file you can add whatever faction you want after it says "slave" -- immediately you'd see that the faction can use these units in a Custom Battle. To make it so they can recruit the unit in campaign, you go to the building file and then each of the buildings are shown in sequence with all the various units recruitable for every faction in that building and then all you need to do is copy one of the lines for your faction that you're giving this new unit to, and change the name ... it might say "peasants" then there's stats like it's replenish rate, the total number available etc.. and at the end of the line in brackets it'll say all the unit is available to... so you could for instance copy that line, then change peasants to "religious fanatics" and then at the end in brackets, you keep the factions you've enabled that unit for.
