It appears that it isn't working in the latest patch. Also, I noticed that you can no longer gift or sell other nations your cities (I found this out while doing test senarios as the greeks).

I just gave a Germanic city (playing as the Julii.) to Britain.
I had to throw in some money to sweeten the deal for them.
Dunno about the Colossus.

I find that if you want to give a city to the enemy you must offer them some gold with it. Not sure about the Colossus.

anyone to refute my findings? Try starting a game with the Collusus and then without it. I bet their isn't a difference.
I just removed the colossus and the trade to anitoc is the same as with it on the first turn : 17;31;73
