Number of Ships in a Full Stack

So i havent played vanilla NTW in a while but i started a game as France and my navy stacks show full at only 50% (10 ships instead of 20) i remember this problem with ETW but i thought it was fixed and i played games with the coalition and didnt have this issue

Ive also fully updated NTW (all the auto updates have finished) so any ideas why this is still happening? Does this have anything to do with the unit size settings perhaps?

Put unit sizes on ultra i think then it it should be 20.

Ok i was hoping that wasnt the case because i forgot to set them when i started and they cant be changed mid game

It's only 10 ships, maximum. I have unit sizes on Ultra and it only allows 10 ships in one full stack.

I can get 20 ships per stack at Ultra - I remember being surprised when it happened.

i wonder if it has to do with which country you play as, i remember having 20 ship stacks when playing as Russia but now as Franch its only ten, ill have to check this when i get home later.

I just tested it out with a stack in my current campaign as the British and can get 20 per stack. I've not played as France under the Ultra settings so can't say for sure if they can too.
